What features qualify a street-legal LSV
This page is a practical checklist of the features and equipment that typically qualify a golf cart or low-speed vehicle as a street-legal LSV. It is general information, not legal advice.
Golf cart vs LSV
A Low-Speed Vehicle is a four-wheeled motor vehicle meant for on-road use at low speed. An LSV is not the same thing as a golf cart. A golf cart with extra lights bolted on is still a golf cart until it has the equipment below and a VIN from a manufacturer.

Typical LSV features and equipment
These are the items customers usually need to look for. State or local rules may add to this list. For what it takes to convert a golf cart you already have, see Conversions.
VIN from a manufacturer
A Vehicle Identification Number issued by a manufacturer — not a golf-cart serial number.
Headlights
Forward-facing headlights so you can see and be seen.
Taillights
Rear lights that show the cart from behind.
Brake lights
Lights that come on when you brake.
Turn signals
Signals on the front and rear so others know which way you are going.
Reflectors
Reflex reflectors so the cart shows up from the side and rear.
Windshield
A windshield suitable for on-road use.
Seat belts
Seat belts at each seating position.
Side and rear-view mirrors
Mirrors so the driver can see alongside and behind the cart.
Horn
A working horn.
Parking brake
A parking brake that holds the vehicle.
DOT-rated tires
Tires rated for on-road use.
Speed in the LSV range
Low-speed use — generally not more than 25 miles per hour, and typically limited to roads posted 35 mph or less, subject to state and local rules.
Exact requirements can change. Confirm current standards with the manufacturer of record and the agency that titles the vehicle.
Title, registration, and insurance
An LSV is typically titled and registered like other motor vehicles, and insured as a motor vehicle. Where you may drive, what plate you need, and what coverage an insurer will write all depend on state and local rules and on the insurer.

It is the journey, not the destination.
If you live near shopping and eating places, and you can get there on roads posted 35 mph and less, an LSV can be a primary way to get around. It is so much more fun to go out in an LSV than in a large vehicle. You are out in the open air. You wave and speak to your neighbors. Neighborhood get-togethers. Halloween trick-or-treating. The LSV in the driveway is the opposite of always rushing to get somewhere.
